Few changes [READ!]

- Anyone can spawn ambulance (if they need health) at Hospital parking lot, if there isnt ambulance's parked.
- Reserved places have been removed. Now there is real estate agent class (in-game).
- If there isn't casual taxi or boat taxi workers in-game and you are alone in some island or no one gives a ride, you are allowed to take parked car without getting cops after you. Always tell to police officer when you use this rule.
